Call without Cell Service

We camp a lot (Texas state parks) and often times can run into SOS on our phones (we have Verizon and a t-mobile jet pack). We are doing a 30 day trip all over the west coast and will be in the mountains. Of course my biggest fear is my dog some how getting away from me (he is always leashed). A
